The Project

Plasco's proposal is to finance, build and operate a waste conversion facility that will convert approximately 100,000 tons per year of the Salinas Valley Solid Waste Authority's waste into green power and other useful products.

 
 

The Salinas Valley Solid Waste Authority

In 2005, the Salinas Valley Solid Waste Authority Board of Directors adopted goals of 75% diversion and 50+ years of recovery and disposal capacity for Authority landfills. Subsequently, long range planning for the Johnson Canyon Landfill shifted toward the development of a Resource Management Park (JCRMP).

The Board further supported these efforts with the adoption of a Vision Statement in April 2009 which encourages:

  • Recovery of waste for its highest and best use
  • Transformation of the Authority’s business from burying waste to utilizing it as a resource
  • Eliminating the need for landfills.

The Conversion Technology Commission

The Conversion Technology Commission (CTC) was formed on March 15, 2007 to investigate viable non-combustion technologies and focus on selecting a company that will be responsible for financing, designing, permitting, constructing and operating some or all of the JCRMP. Following the Request for Expressions of Interest process initiated in January 2008, through to the most recent site visit in March 2009, the Commission has met intermittently to tour facilities and review submittals from the three vendors.
